7.3) CalFresh Eligibility Verification Process
Starting July 9th, 2026, we will no longer accept physical supporting documentation for CalFresh eligibility when using the Quest app.
The CalFresh eligibility
verification process will take place automatically while creating a California enrollment during the first validation of the applicant's PII. In other words, after the ST agent introduces the applicant’s PII into the Quest app, the system will run the corresponding validations to verify the applicant’s PII as well their CalFresh eligibility.
Key details regarding this update:
- All CA enrollments will go through the CalFresh verification process.
- If applicants are found to be receiving CalFresh, they will be able to select the program in the Eligibility step. Otherwise, this option will be greyed out as shown below.

As shown in the image above, if the applicant cannot apply through CalFresh, ST agents will see at the top of the window a message indicating that the CalFresh eligibility could not be validated.
Note: If an applicant recently applied for the CalFresh benefit and the validation was unsuccessful, they may try submitting a new application after one week.
Starting Thursday, July 23rd, 2026, applications that fail an initial CalFresh Confirm verification will be placed on an 8-calendar-day hold instead of receiving an immediate correctable denial. On the day 9, an Automatic Eligibility Re-Check will take place. No applicant or Service Provider action is required
- If CalFresh participation is confirmed, enrollment will be approved.
- If CalFresh participation is not confirmed, the application will receive a final denial.
Starting July 31st, 2026, applications that fail an initial CalFresh Confirm verification will be placed on an 8-calendar-day hold instead of receiving an immediate correctable denial. Automatic Eligibility Re-Check will take place on the 9th day. No applicant or Service Provider action is required.
- If CalFresh participation is confirmed, enrollment will be approved
- If CalFresh participation is not confirmed, the application will receive a final denial
CalFresh proofs are not acceptable for Lifeline eligibility or address validation.
