California Lifeline

California LifeLine is a government program that provides affordable phone service to qualified households.

What's a household? A household is any group of adults who live together at the same address and share living expenses and income. The group of people don’t need to be related to each other. A household may include related and unrelated adults and children.


What are living expenses?

Living expenses include food, healthcare, utility, and rent or mortgage costs.


What is income?

Income includes wages, salaries, child support, unemployment, and public assistance benefits, Social Security payments, and cash payments from other sources.

Certify that no one else in your household gets a LifeLine benefit.

  • A household is allowed only one benefit.
  • A household cannot get the benefit from more than one service provider.
  • If an adult has no income or minimal income and lives with someone who gives financial support to that adult, both people are considered part of the same household.

Question 1

In the first question, applicants will have to indicate if they live with another adult. If the answer is NO, the process will be finished, because there is no other person living in the same household receiving the benefit.


Question 2

If the answer to the first question is Yes, the second questions will be displayed, where applicants will have to indicate if that person receives a Lifeline discount. If the answer is No the process will be finished.


Question 3

On the other hand, if the applicant answers with a Yes, the third question will be displayed, where they will be asked if they share Income and Living expenses with the Lifeline customer. If the applicant answers with a Yes, the enrollment process will stop since there can only be one Lifeline benefit per household.

On the other hand, if the answer is No, the summary section will be prompted, where the applicant will have to provide their initials to finish the process.
