CA - LIHEAP

The Low-Income Home Energy Assistance Program (LIHEAP) aids eligible low-income households with managing and meeting their immediate home heating and/or cooling needs. This aid includes financial assistance to offset heating and cooling costs for low-income households, assistance to low-income households in a crisis such as disconnection, and weatherization services to improve household energy efficiency.


For Federal Fiscal Year 2021, 159,095 California households received LIHEAP assistance.


Consumers who qualify for California LifeLine based on LIHEAP participation receive California-only funding.


Currently, 4,216 LifeLine subscribers qualified based on LIHEAP participation.


During February 2023, 47 consumers qualified for California LifeLine based on LIHEAP participation.



Acceptable documentation to confirm LIHEAP participation:


  • Letter from an electric utility showing the amount of discount received from LIHEAP
  • An electric utility bill that displays a LIHEAP billing credit/discount

NOTE: Any of the listed documents must display an issuance date within the last 12 months or a future expiration date that aligns with the benefit period
