Definition

The Following article describes the required changes that were made on February 1st, 2026, to implement NLAD qualification for California enrollments in the Quest application.

For the state of California, this change allows to determine the correct benefits/discounts to be presented to the applicant depending on the program/income values selected.

All in all, USAC revoked the qualification for the Federal Benefits in California, which will be handled only by USAC through NLAD and NATVER. This request inlcudes the addition of a new application to handle the separation between the Federal Lifeline benefit and the State Lifeline benefit.

Consequently, a new Application has been created to handle the separation of the NLAD and CALAD qualifications:

  • LIFELINE: This application will handle the NLAD/NatVer interactions and provide the Federal Benefit Qualification.
  • LIFELINE CA: This application will handle the CALAD and SPIA interactions and provide the State Benefit Qualification.

Note: In the case of applications transferring out, each application will be notified by the correspondent Lifeline administrator.


Plan and Qualification Selection Pages

For the state of California, selecting the qualification method before choosing a plan allows to determine the correct benefits/discounts to be presented to the applicant depending on the program/income values selected.

The plans and offers will vary depending on the program(s) selected. This is due to the fact that some programs are Federal, which are administered by NLAD, and others are State programs, which are administered by CALAD.

For this reason, if the applicant selects only a state program, they will only be presented with the State only plans.  On the other hand, if the applicant selects only a federal program or a state plus a federal program, the State + Federal plans will be presented.

Note: For income-based applications, the combined State + Federal offer will be displayed. The only exceptions to continue the flow with a federal only plan are because of transfer freeze or hard denial from CALAD.


Review and E-sign Update

In the Review and E-sign section, federal disclaimers will be added apart from the ones of the state when the plan/discount is Federal + State.

Note: For the cases where there is only a state or federal plan benefit, the Review and E-sign pages and disclaimers displayed will not suffer any changes.


Thank You Page Updates

The California Thank You page has a combined new design that allows users to review next steps, as well as the information for both federal and state benefits, when the plan selected is Federal + State. As the image below shows, since applicants selected at least one federal benefit, they will be requested to complete the validation process in the NatVer website, if applicable, apart from uploading pending proofs, if any.

After applicants complete the NatVer validation process, the system will inform them that the enrollment is under review, and that they need to wait for the final decision through an e-mail confirmation.

In case the applicants eligibility could not be validated, the applicant will be informed to wait a few minutes or retry later by clicking on the REFRESH button.

Once all the validations are passed and the necessary proofs have been provided, the next steps will be presented.


My Service Updates

If California applicants access through the website to the My Service section, they will find a combined new design that allows users to review next steps, as well as the information for both federal and state benefits, when the plan selected is Federal + State.

The login authentication method logic for California enrollments has also been updated:

  • When trying to log in through the computer or SMS verification, the system will detect if any of the applications for that applicant is in Enrolled status. If so:
  • If one benefit is Enrolled, the verification will be made via SMS.
  • If both benefits (state + federal) are in Pending status, no validation will be necessary.
  • For the rest of the status, the verification will be performed via email.
  • Another implementation is the De-enrollment separation: Enrolled customers can choose to cancel all benefits or individual benefits. In My Service, customers will only be allowed to cancel any benefit that is already active (enrolled), but any benefit that is in Pending or Qualified status wil remain active. If customers would like to cancel the other pending/qualified enrollment, they will have to contact CSR agents to cancel the whole benefit.
  • Due to all these changes in the California enrollments, the update address functionality will not be available over the website.

As you can see below, applicants will find a dropdown menu that will allow them to select the benefit that they want to review.

Completed Application Forms

From now on, California enrollments will have two different application forms, one for Federal and one for State benefits. So, if the plan selected includes both benefits, the enrollment will have two application forms.

  • If the enrollment only has state benefit(s), the application form to be used is the CALAD one, which is the current one.
  • If the enrollment only has federal benefit(s), the application form will be like the rest of NLAD states.

In the case of Federal + State enrollments:

  • CALAD disclaimers and disclosures will appear only in the state application form.
  • NLAD disclosures will appear only in the federal application form.

Note: All programs selected will appear in BOTH the Federal and State application forms.


Email Changes

All emails sent to applicants will include the words "Federal Lifeline" in the subject line, headers, and body content. This change also applies to Texas, which uses the same pending templates as the rest of the states.

For California applications with state benefits, a new email template will show the "California Lifeline" words in the subject line, headers, and body content.

What are the changes to California Lifeline Enrollment Process?

The California enrollment process is being updated on February 1st, 2026. Applicants who qualifiy through a state program will see minimal changes in how they apply while those qualifying through a Federal program will be automatically redirected to complete the process with the National Verifier.

The Lifeline discount can be applicable to state programs, federal programs, or a combination of both, depending on the specific qualifying program(s) the household applies and qualifies for.

Approval typically takes 20-30 minutes, but some applications may take 3-4 days if additional documentation is needed. Would I receive a Lifeline discount for State, Federal or both?

The Lifeline discount can be applicable to state programs, federal programs, or a combination of both, depending on the specific qualifying program(s) the household applies and qualifies for.


What is the National Verifier?

The National Verifier (NV) is a central system managed by the Universal Service Administrative Company (USAC), to check eligibility for the Lifeline program. It uses online applications connections to government databases (like SNAP, Medicaid), and manual reviews to verify identity, address, and program participation, streamlining enrollment and reducing fraud for both consumers and service providers.


Will these new changes extend my time to get approved?

Once approved, you'll receive an email confirmation about your enrollment.


Will the recertification process change?

Subscribers will go through the recertification process depending on their eligibility criteria. Those eligible via a State program, will continue to receive their request to Verify from the CA administrator BAU.

Subscribers who are eligible via a Federal program will be recertified by the National Verifier(NV), who will contact consumers directly when it is their time to recertify.
