CA Eligibility - NLAD -Vault
The following article describes the required changes that were made on February 1st, 2026, to implement NLAD qualification for California enrollments in the Vault application. For the state of California, this change allows to determine the correct benefits/discounts to be presented to the applicant depending on the program/income values selected.
All in all, USAC revoked the qualification for the Federal Benefits in California, which will be handled only by USAC through NLAD and NATVER. This request includes the addition of a new application to handle the separation between the Federal Lifeline benefit and the State LifeLine benefit.
Consequently, a new Application has been created to handle the separation of the NLAD and CALAD qualifications:
- LIFELINE: This application will handle the NLAD/NatVer and CA interactions and provide the Federal Benefit Qualification.
- LIFELINE CA: This application will handle the CALAD and SPIA interactions and provide the State Benefit Qualification.
Note: In the case of applications transferring out, each application will be notified by the correspondent Lifeline administrator.
Plan and Qualification Selection Pages
For the state of California, selecting the qualification method before choosing a plan allows to determine the correct benefits/discounts to be presented to the applicant depending on the program/income values selected.
The plans and offers will vary depending on the program(s) selected. This is due to the fact that some programs are Federal, which are administered by NLAD, and others are State programs, which are administered by CALAD.
For this reason, if the applicant selects only a state program, they will only be presented with the State only plans. On the other hand, if the applicant selects only a federal program or a state plus a federal program, the State + Federal plans will be presented.
Note: for Income-based applications, the combined State + Federal offer will be displayed. The only exceptions to continue the flow with a federal only plan are because of transfer freeze or hard denial from CALAD.
Completed Application Forms
From now on, California enrollments will have two different application forms, one for Federal and one for State benefits. So, if the plan selected includes both benefits, the enrollment will have two application forms.
- If the enrollment only has state benefit(s), the application form to be used is the CALAD one, which is the current one
- If the enrollment only has federal benefit(s), the application form will be like the rest of NLAD states.
In the case of Federal + State enrollments:
- CALAD disclaimers and disclosures will appear only in the state application form.
- NLAD disclosures will appear only in the federal application form.
Note: All programs selected will appear in BOTH the Federal and State application forms.
CSR Creation Changes
The following instructions are only for cases where the enrollment was created with State + Federal benefits:
- There is a new verbiage for the Pink Envelope process, which has specific instructions for the NLAD part of the application. In this case, the recording for the NLAD part will also be made and kept for the Federal portion of the enrollment (like the rest of NLAD states).
- CSR Agent script: The fastest and easiest way to apply for Lifeline is online – it only takes a few clicks! Alternatively, we can complete the California LifeLine process through the PINK ENVELOPE option and complete the Federal part of the application through a recording. I’ll read the disclosures to you, and you can confirm by voice. This option takes much longer, but we’re happy to do it if you prefer.
Current NLAD states script shall be read and recorded when Pink Envelope is selected or when the Federal only plan is selected.
Cancelations & Editions
- There will be a de-enrollment separation when clicking on the Reject or Cancel buttons in Vault. The options to choose from are Lifeline (which represents the Federal benefit), and Lifeline + State Lifeline (which represents the Federal + State benefit).


Note: As the image above states, if the applicant decides to cancel the State benefit, the Federal benefit will also be cancelled because both benefits are associated.
- For California enrollments, the option to update the address information will not be available until March 25th, 2026.
